DRAFT HIGH SCHOOL LIBRARY MEDIA ASSOCIATION ORGANIZATIONAL STRUCTURE AND PROCEDURE
ARTICLE I Name:
The name of this organization shall be called High School Library Media Association.
ARTICLE II Purpose:
This organization shall promote and stimulate professional growth through an exchange of information and ideas and encourage cooperation and understanding among its members. ARTICLE III Membership:
Section 1. Any person interested in library media may become a member upon payment of dues. Dues: Section 2. The Executive Board shall determine the dues of this organization. Dues for the current year are payable by December 31st. Those whose dues are not paid by the 31st of December may be dropped from the roll of membership of this Association. ARTICLE IV Voting Rights: Section 1.Any member in good standing at the time of voting shall be eligible to vote in the association election.
Section 2.A member in good standing is considered a paid up member at the time of voting. ARTICLE V
Officer and their election:
Section 1. The officers of this organization shall be a President, a Vice- president (who shall be president-elect), a Recording/Reservation Secretary, a Membership Secretary, a Newsletter Secretary, a Web/Online Secretary, a Treasurer. These officers shall be nominated and approved at the last meeting of each school year and hold office for one year or until their successor is elected. Any officer except the President and Vice-President is eligible for another consecutive term.
Section 2. These officers and the immediate past President shall constitute the executive board.
Section 3. A nominating committee consisting of three (3) members; the President at the third meeting of each school year shall appoint one officer and two (2) members-at-large. Nominations from the floor shall be accepted at this meeting. The nominating committee shall submit a list of nominees for election at the last meeting of each school year.A majority of the members in good standing present is required to elect the officers.
Section 4. Officers shall assume their duties at the close of the meeting at which they are elected.
Section 5. If any office other than the President shall be come vacant, that vacancy shall be filled by appointment by the President with the consent of the executive board for the remainder of the term. ARTICLE VI Duties of Officers:
Section 1. The President shall preside at meetings of the organization and the executive board; shall serve ex-officio on its committees, shall coordinate the work of the officers and committees and assist the Vice-president in planning and securing the meeting dates and programs for the year.
Section 2. The Vice-president, shall assist the President and the Recording/Reservation Secretary in planning and securing the meeting dates and programs for the year; assist in preparing and submitting information for circulation (e.g. newsletter, WIKI, flyers etc.), make hospitality arrangements and notify the Recording/Reservation secretary of any meeting requirements or needs for the meetings, and assume all duties of the President in the absence of that officer.
Section 3. The Recording Secretary shall maintain a record of the general and Executive Board meetings;keep a record of yearly officers and meeting dates; shall accept all meeting reservations and notify the Executive Board as to response count.Keep CPDU information and registrations and assist with other needed arrangements for the meetings. Shall serve in the absence of the Membership Secretary at meetings to check in reservations and distribute name tags.
Section 4. The Treasurer shall receive all dues and other moneys of the organization; make all disbursements of the organization; keep an accurate record of receipts and expenditures, submit the non-profit registration yearly to the State of Illinois, and present an annual financial report to the Executive Board.
Section 5. The Membership Secretary shall maintain an accurate roster of members and provide it to the Executive Board as required, e-mail members regarding meetings,maintain an accurate roster of the local regional library systems and local universities (with library programs) contacts, prepare and send out fliers or brochures to recruit new and continuing members.Check in reservations at the meetings along with the distributes name tags. Section 6.Newsletter Secretary shall prepare, produce and mail / notify members of meetings via a newsletter,mail newsletter to local regional library systems and local universities (with library programs), and shall handle any other correspondences as may be directed by the President. Section 7.Web/Online Secretary shall maintain the organization's current online collaborative site.Keeps the information regarding meetings, officers, bylaws and dues current. ARTICLE VII Meetings:
Section 1. There shall be at least four (4) meetings per year of which one shall be a visit to a high school library if circumstances permit; the remaining meetings shall be scheduled at the discretion of the Executive Board.
Section 2. The last meeting of each school year shall include the election of officers.
Section 3. The Executive Board shall meet with the new officers for the transfer of business immediately following the conclusion of the meeting at which the new officers are elected. ARTICLE VIII Committees: Section 1.The President shall appoint committees as the Association or Executive board deem necessary to carry on the work of the organization. ARTICLE IX Parliamentary Authority:
The articles contained herein are based on suggested organizational structures as found in Robert's Rules of Order, revised by Henry M. Robert, and may be referred to for all matters not covered by this document.
ARTICLE X Methods for Amending Organizational Structure and Procedure:
The Organizational Structure and Procedure can be amended at any regular meeting of the organization by two-thirds (2/3) vote of those members present and voting, provided that the amendment has been published and distributed in writing no less than thirty (30) days before the meeting.
